Joular JX installation

If your computer is compatible with rapl.

To be able to use JoularJX as a regular user, you need to add the reading rights for the RAPL registers, for example on Ubuntu linux:

# To adapt depending on your system
# Try to launch JoularJX and see where access is denied
sudo chmod a+r /sys/class/powercap/intel-rapl/intel-rapl:1/*
